The champions league will be expanded to 35 clubs this year, with 5 teams starting from a knockout qualifying stage. An extra stage in the knockout phase will be added so that the runners up as well as the winners from the group stage will progress. The previous season winner will no longer get a bye through to the knockout round.
now, the big leagues will be given 4 slots and it moves down as the leagues get smaller. if a club comes from a league that is not considered acceptable by the AFC will have to play in a playoff to earn a slot in the tourney.
Vietnamese champions Binh Duong have been left out because of this new rule. Play-offs start Feb. 18 and the Group stage starts on March 10.

Do they always group East and West Asia separately? What purpose does it serve?

i believe its because of the traveling. i heard before that they wanted to change that part of the format but its just too hard for some of the smaller AFC leagues to travel across asia.
