UEFA LICENSES; 12 CLUBS ALREADY CONFIRMED



The License Commission has examined the applications for UEFA Licenses for the 2007/2008 season and has resolved:

a) to give UEFA licenses to: Empoli, Fiorentina, Inter, Juventus, Lazio, Milan, Palermo, Parma, Roma, Sampdoria, Torino, Udinese.

b) NOT to give UEFA licenses to :Ascoli, Atalanta, Cagliari, Catania, Chievo, Livorno, Messina, Reggina, Siena.

A motivated appeal can be given to the clubs not granted a license within 5 days of notice.

^^ according to Uefa they do not meet "sporting, personnel, administrative, legal, infrastructural and financial" criteria required of a club participating in Europe.

It's a permit to participate in UEFA competitions at the continental level, like the Champions League and the UEFA Cup.

So even if they finish at the top of the league and otherwise qualify, UEFA can keep them out for the above mentioned reasons? Does this happen often?

For a baseball reference, that sounds kind of like when the Twins were almost contracted a few years back, then went on to make the playoffs, MLB could have just said, "Sorry, you don't have enough money, so we're going to say the White Sox won the division instead." Seems kind of harsh.

I think these licenses have more to do with safety, stadiums and personnel, ability to field a team etc.

The difference is that there was no doubt that the Twins had the infrastructure to support the level of competition. Perhaps their revenue and fanbase was less than adequate, but the Metrodome could reasonably host competitors.

Smaller clubs in Europe, however, often do not meet those criteria. Unlike in MLB, they do not have stadiums comparable to those of the clubs they would be hosting during UEFA competitions; they do not have the staff or accommodations to ensure that everything goes safely. Europe has a history of tragedy at matches where the facilities weren't up to the task; if 96 people died at Yankee Stadium like they did at Hillsborough, you can be sure Bud Selig would institute the same kind of program.

That said, this doesn't happen often, likely because there is a direct correlation between a club's infrastructure and its performance and success in qualifying competitions.

I don't know the details, but there was a more stringent code introduced for 07/08 that looked at all aspects of clubs before allowing them to play in UEFA competition, it was discussed on 5Live (radio) but I didn't get a chance to listen to it all. UEFA will also deny licenses based upon the directors/owners of a club, so it goes far, far beyond just stadium, safety and facilities.

I think these measures may have been related to Milan's ability to circumvent UEFA's desire for them not to compete in the CL following the match fixing scandal.
